The current format was introduced in 1992 and revised in 2011, when the National Vehicle Identification Scheme brought in the security features the plates carry today. A plate on a much older vehicle may still follow the previous scheme, which is why a code that our directory does not recognise is not automatically a fake.
Physically, a private Nigerian plate is white with blue characters, the state name and its motto across the top, "Federal Republic of Nigeria" along the bottom, and the outline of the country map behind the text. The last row is why the lookup will sometimes answer nothing at all: a military plate has no LGA code to look up. That is a different register, not a failed check.
The convention is set by the Federal Road Safety Corps and has been revised more than once, so a very old vehicle can legitimately be wearing a scheme that no longer matches this table.
