Special Plate Numbers in Nigeria: Colours and Series Explained

Not every Nigerian plate follows the ordinary private pattern. A presidency plate number in Nigeria belongs to an office rather than to a person, a green plate to a government institution, a purple and green one to an accredited mission — and none of the three is for sale. This page sets out the six categories in use, the plate number colour meaning behind each of them, what the allocation of plate number document proves when you buy a used car, and which stories about special plates are simply not true.

The Six Types of Plate Number in Nigeria

A special plate number in Nigeria is not a different kind of registration — it is the same national scheme, issued under a different category. Six categories cover almost everything you will meet on the road, and only three of them can be applied for by an ordinary vehicle owner.

Private plates

The ordinary plate: blue characters on white, three letters of a local government area, then three digits and two letters. This is the only category our plate lookup is built to decode, and the one nearly every used car in Nigeria wears.

Official fee: ₦30,000

Commercial plates

Red characters. Taxis, buses, haulage and anything else carrying goods or passengers for money. The letters still name a local government area, so a commercial plate decodes exactly like a private one — the colour tells you what the vehicle is licensed to do, not where it came from.

Official fee: ₦30,000

Government plates

Green characters. Issued to a ministry, an agency or a state institution rather than to an individual, and they stay with the institution when the driver changes. A green plate on a car being sold privately is a question to answer before anything else.

Official fee: ₦80,000

Diplomatic and consular plates

Purple and green with white characters, reading CORPS DIPLOMATIQUE — or CORPS CONSULAIRE for a consular post — where a civilian plate carries the name of a state. The leading digits identify the mission, so there is no local government code on the plate to look up.

Not issued over a counter

Military and paramilitary plates

Vehicles of the armed forces and of the uniformed services are registered outside the civilian scheme: they carry a service prefix in place of a local government code. That is why a plate check on one returns nothing at all — a different register, not a failed check.

Not issued over a counter

Customised and fancy plates

A private registration with characters of your own choosing, at the highest fee on the national schedule. It is still an ordinary private plate in law: it grants no privileges on the road, and it is the only "special" plate a private citizen can actually buy.

Official fee: ₦400,000

Plate Number Color Meaning in Nigeria

The colour of the characters is not decoration. It records what the vehicle is registered to do, and it is set nationally, so a red plate means the same thing in Kano as it does in Lagos.

Colour What it is registered for
Blue characters on white Private vehicles. The default: white plate, blue characters, the state name and motto above and "Federal Republic of Nigeria" below.
Red characters Commercial registration. The red plate number meaning is simply that the vehicle is licensed to carry goods or paying passengers.
Green characters Government vehicles. The green plate number meaning is an institution, not a person: a ministry, an agency or a state body holds the registration.
Purple and green, white characters Diplomatic missions, and consular posts on the consular variant. The leading digits stand for the mission rather than for a district.
Service prefix instead of a district code Armed forces and uniformed services. The black plate number in Nigeria people ask about belongs here: these registrations sit outside the civilian scheme entirely.
Blue characters, chosen text Customised private plates. Same category and same rules as an ordinary private plate — only the characters and the fee differ.

One consequence is worth stating plainly: a colour is not a privilege. Nothing on a plate suspends a traffic rule, and no colour entitles a vehicle to be waved through a checkpoint.

The convention is set federally and has been revised more than once, most recently when the National Vehicle Identification Scheme brought in the current security features. A much older vehicle can legitimately be wearing a scheme that no longer matches this table.

What "Colour" Means Inside a Plate Check

There are two different questions hiding inside "plate number colour", and it is worth separating them. The colour of the plate is the category above. The colour recorded against the registration is the paint on the car — and that is what a plate check actually returns. In 5,838 of our own checks that came back with a colour, these were the commonest values.

Colour on the record Plates
Custom 2,472
Ash 606
Blue 444
Black 433
Green 317
White 265

The most frequent single value is a repainted or non-standard finish, which tells you something useful about the used market here: the recorded colour is a description of the car on the day it was registered, and cars get resprayed. It is a detail to check against the vehicle in front of you, not a fact to rely on.

Presidency and Government Plate Numbers

This is the most-asked question of the whole group, and the answer is short: a presidency plate number in Nigeria is attached to an office, not to a person.

The plate belongs to the position and stays with it when the holder changes, which is what the presidency plate number meaning comes down to — "this vehicle serves that office", and nothing whatsoever about the individual inside it. There is no application form for a member of the public, no waiting list, and no lawful way to buy one. Anyone offering to sell you one is selling a forgery.

A government plate number in Nigeria works the same way one level down: it is issued to a ministry, an agency or a state institution, it is green, and it follows the institution rather than the driver. Government plates do have their own published lines on the national fee schedule, which is the honest answer to "how much is a government plate" — they are paid for by the institution registering the vehicle, not sold to individuals.

The reason to care as a buyer is enforcement. In February 2025 the Federal Road Safety Corps said that most of the fake plates it was finding on vehicles used for crime carried the tags of respected institutions — the presidency, the National Association of Nigerian Students and the Nigerian Youth Council — precisely because officers hesitate to stop them, and that plates of this kind are usually not in the national vehicle database at all.

What an office tag on a plate does not prove

  • That the vehicle is registered. A plate that is not in the national database is not a registration, whatever is printed on it.
  • That the seller may transfer it. A plate issued to an institution has to be surrendered and the vehicle re-registered before a private sale means anything.
  • Anything at all about the car itself — its mileage, its accident history or how it entered the country. That record belongs to the VIN.

Diplomatic Plate Numbers

A diplomatic plate number in Nigeria is purple and green with white characters and belongs to an accredited mission. Where a civilian plate prints the name of a state, a diplomatic one reads CORPS DIPLOMATIQUE; a consular post carries CORPS CONSULAIRE instead. The leading two or three digits identify the mission, and the rest of the plate follows its own pattern.

The practical consequence for anyone using a plate lookup: there is no local government code on a diplomatic plate to decode. Our tool will find nothing, and that is the correct answer rather than a gap in the directory.

We do not publish a table of which digits belong to which country. Mission codes are allocated by the Nigerian authorities and we have no cross-checked source for them — and a directory that guesses is worse than no directory, which is the same rule the rest of our plate data follows.

Police "Spy" Plates and Other Privilege Plates

In Nigerian usage a police spy plate number — also written spy police plate number — is a plate carried on a private vehicle as a mark of belonging to a security service, without the usual local government code. They were common enough, and easy enough to imitate, that in 2022 the Inspector-General of Police banned their use outright, and the Federal Road Safety Corps directed its officers to enforce the ban and to impound vehicles with unauthorised or faded plates.

The same pattern had shown up before and has shown up since. "Peace Ambassador" plates were declared unauthorised as far back as 2016 and stayed on the roads for years afterwards; the 2025 clean-up went after presidency, student-union and youth-council tags. Plates that signal an affiliation instead of recording a registration keep reappearing because they work socially — which is exactly why they are worth nothing legally.

For a buyer the rule is simple. If the car in front of you is wearing anything other than an ordinary plate in its own category, it has to be re-registered in your name before the sale means anything, and a plate that cannot be found in the national database is a reason to walk away rather than to negotiate.

Allocation of Plate Number: the Document Behind the Plate

The allocation of plate number is the paper issued when a specific plate is assigned to a specific vehicle at registration. It is not the vehicle licence and not the proof of ownership — it is the record that ties one plate to one chassis, and it is the paper a used-car buyer in Nigeria is most likely to be handed and least likely to read.

It matters at the moment a car changes hands. A plate in Nigeria belongs to its holder rather than to the vehicle, so a seller may lawfully remove the plate and keep it for another car — and the allocation of plate number document of both vehicles is part of what the licensing office asks for when ownership is changed or an existing plate is transferred. If the seller cannot produce it, the registration cannot be traced back cleanly, and that is a problem you inherit.

What has to match the car in front of you

  • The plate itself, character for character, including the two-letter series at the end.
  • The chassis number — the VIN. Read it off the car, not off the paper, and compare.
  • The engine number, where the document carries one.
  • The name of the holder, and whether it is the person actually selling you the car.
  • The licensing office that issued it, which should belong to the state the plate code comes from.
  • The date of issue, which should sit sensibly alongside the vehicle licence and the roadworthiness certificate.

People search for an allocation of plate number sample hoping to see what a genuine one looks like. We deliberately do not publish a blank or a template: the only reader a downloadable specimen really helps is the one manufacturing a fake. The list above is the useful version of the same answer — a document is worth what its fields are worth, and every one of them can be checked against the vehicle and against the plate itself.

What the paper cannot do is vouch for the car. It records an assignment, not a history: it says nothing about mileage, about accident damage, about whether the vehicle was bought at a salvage auction abroad, or about what it looked like when it was loaded into a container. That record travels with the chassis number.

The Most Expensive Plate Numbers in the World

The most expensive plate number in the world is P 7, sold in Dubai in 2023 for US$15 million at a charity auction. The market for short registrations is a Gulf and British phenomenon, and the figures below are the ones their auctioneers published rather than the ones that circulate on forums.

Plate Where Price Year Source
P 7 Dubai US$15 million 2023 Emirates Auction
JB 1 United Kingdom £608,600 2025 Wikipedia
1 Abu Dhabi US$14 million 2008 Emirates Auction
25 O United Kingdom £518,440 2014 Wikipedia

Nigeria does not belong on that list, and the reason is structural rather than economic: there is no public auction of registrations here. The characters you may choose are sold at a fixed national fee — ₦400,000 for a customised plate on the current schedule — so the most expensive plate number in Nigeria is, in any published sense, that fee. Figures quoted online for Nigerian "record" plates are private resale claims, and no auction house published them.

Where those markets do meet ours is on the wrong side of the law: a short, unusual or official-looking plate is the kind most worth imitating, which is why the enforcement described above exists at all.

What a Plate Cannot Tell You

What is an Eiye plate number?

There is no such registration category. Nigerian plates are issued in the categories on this page, and on a civilian plate the three letters are the code of a local government area — nothing more. No confraternity, club or association has an official series, and no combination of letters marks membership of anything. If you have a plate in front of you, the letters decode to a district, which our lookup will tell you, and the rest is rumour.

Covered, faded and obscured plates

A covered plate number is an offence, not a life hack, and it is one of the things enforcement operations look for specifically — alongside faded plates, which are treated the same way because an unreadable plate and a hidden one have the same effect. A vehicle offered for sale with an unreadable plate is a vehicle you cannot check.

The name behind the plate

No public source returns the holder of a Nigerian registration, and neither do we. That record sits with the Federal Road Safety Corps and the state agencies, and it is released to the police, the courts and insurers through their own channels. What is public is the code, the category and the colour — which is what this page is about.

Questions about special plate numbers

What is the allocation of plate number document in Nigeria?

It is the paper issued at registration that assigns one specific plate to one specific vehicle. It carries the plate, the chassis number, the holder and the issuing office, and it is separate from the vehicle licence and from the proof of ownership. When you buy a used car, it is the document that ties the plate on the bumper to the chassis number stamped on the body.

Do I need the allocation of plate number to change ownership of a vehicle?

Yes — the licensing office asks for it as part of the change of ownership, and for a transfer of an existing plate it asks for the allocation papers of both vehicles. A seller who cannot produce it is asking you to take the registration on trust.

What is an Eiye plate number?

There is no such category of registration in Nigeria. Plates are issued as private, commercial, government, diplomatic, military or customised, and on a civilian plate the three letters are simply the code of the local government area where the vehicle was registered. No association has an official plate series, and no letter combination marks membership of one.

What is the most expensive plate number in the world?

The plate P 7, sold in Dubai in 2023 for US$15 million at a charity auction, which is the highest published price for a registration anywhere. The previous record had stood since 2008 and was also set in the Gulf.

What does a black plate number mean in Nigeria?

Plates people describe as black belong to the armed forces and the uniformed services, which are registered outside the civilian scheme and carry a service prefix instead of a local government code. That is why a plate check on one returns nothing: there is no district code on it to look up.

What happens if I buy a used car that still carries a government plate?

A green plate is issued to the institution, not to the driver, so it has to be surrendered and the vehicle re-registered in your name before the sale is complete. Ask for the disposal paperwork before money changes hands: without it you are buying a car whose registration still points at somebody else.

Have a plate, or have a car?

A plate tells you the category and the district a vehicle was registered in. What the car itself has been through — auction lots, damage, mileage and photographs — is written against its chassis number, and it travels with the car even when the plate changes.
