What the EPE Code Does and Does Not Tell You
A Nigerian plate carries the code of the local government area that issued the registration, so EPE places the paperwork in Epe. It does not follow the car afterwards: a vehicle sold across state lines keeps its plate until it is re-registered, which is why a EPE plate away from Lagos is a question for the seller rather than a finding in itself.
