What the YAB Code Does and Does Not Tell You
A Nigerian plate carries the code of the local government area that issued the registration, so YAB places the paperwork in Yaba. It does not follow the car afterwards: a vehicle sold across state lines keeps its plate until it is re-registered, which is why a YAB plate away from Abuja is a question for the seller rather than a finding in itself.
The letters also say nothing about the holder, the model or the history of the vehicle.
