The UKM plate number is registered in Ukum Local Government Area, Benue. Those three letters record where the vehicle was first put on the road — not who drives it, and not where it is today.

Nigerian number plate with the UKM code — Ukum, Benue
A plate issued in Ukum carries the UKM code. The characters after it are a sample, not a real registration.

UKM is issued in Ukum, seat at Sankera. Around 216,930 residents were recorded in 2006 over 1,514 km², about 143 to the square kilometre. The letters are allocated by district, so neighbouring towns inside it share them. Nothing about the car itself is encoded in them — that is the VIN's job.

What the UKM Code Does and Does Not Tell You

A Nigerian plate carries the code of the local government area that issued the registration, so UKM places the paperwork in Ukum. It does not follow the car afterwards: a vehicle sold across state lines keeps its plate until it is re-registered, which is why a UKM plate away from Benue is a question for the seller rather than a finding in itself.

The letters also say nothing about the holder, the model or the history of the vehicle. Colours and special series are a separate system, explained on the code hub; what the car itself has been through — auction lots, damage, mileage at sale — is recorded against its VIN and travels with the car even when the plate changes.
